unless you have greencard or EAD you cant work on 1099, your h-1b company has to pay u salary
if you mean 1099 as hourly then its what others have posted, These days there is not whole lot diff between 2 and with rising health care insurance its better to be on w-2 but if you are bachelor than 1099 can be tried |

1099 upside
- more dollars per hour
Downside
- no benefits(health/dental etc)
- no paid vacation
- no pay between jobs
- no stock options
- no espp
as Ravino007 said, it all depends on your situation. If you have mortgage, married, kids etc play safe....better take some permanant position with all benefits.
If bachelor, you can take risks.
