My friend that 450 crores we are talking about is the additional subsidy. Already the govt is extending 2500 crores as they are supplying unti cost at 0.30 even when generation cost is 3.52!!

HYDERABAD, MAY 14. The free power supply and waiver of arrears for which Y. S. Rajasekhara Reddy signed the first file after being sworn in Chief Minister is a blanket benefit extended to all the 23 lakh agriculture pumpsets in the State regardless of the extent of landholding, type of crop and land, pumpset capacity and whether farmer is big or small.
The Government will bear the entire burden of Rs 436 crores but the farmers will have to pay Rs 20 per month against each pumpset towards "customer service charges" which will go for maintenance of lines and transformers and keeping their link with the Transco. Also, free power supply will also be extended to one-bulb housholds across the State as promised. Modalities are being worked out for this and they will be announced shortly.
Dr Reddy made these announcements at his first press conference as Chief Minister at Lakeview Guesthouse. He said he would scrap Janmabhoomi and come with a better alternative and consider continuation of the Formula One project if there was no burden on the Government. He was certainly for encouraging the IT sector but he was against the tall claims of software exports made by the Telugu Desam government.
He stated that the AP Transco would not impose any restriction on any category and efforts would be made to standardise the supply for nine hours. He justified the sop on the plea that this would end discrimination against the farmer in dry areas such as Telangana and Rayalaseema vis-a-vis his counterpart in delta with assured irrigation from whom only Rs 200 was collected as water cess per acre annually.
Both free supply and waiver were given effect today itself and the first benefit would be applicable to RESCOs areas and HT private lift irrigation schemes also. The burden on Government up to March next would be Rs 409.1 crores, on RESCOs Rs 24.64 crores and on private lifts Rs 3.25 crores. Inclusive of the commitment of Rs. 1,191 crores for waiver, the total burden would be Rs 1,627 crores.
The previous government had committed itself to releasing Rs 1,303 crores towards subsidy for 2004-05 as per the AP Transco's tariff projections. With this, the total subsidies will touch an all-time high of Rs 2,930 crores. The burden is likely to go up by another Rs 200 crores due to free supply promised to 35 lakh single-bulb houses.
Asked whether these benefits would not strain the State's finances, Dr Reddy said the Congress had the best financial brains and it would be able to create a better economy base instead. They would plug leakages in the system and save funds by cutting expenditure on publicity. "Free benefit will last as long as Congress Government continues." He recalled that the power utility reported a profit of Rs 84 crores by 1994 when the Congress left the Government.
Asked whether the sops would not clash with the roadmap set for the power sector by the Electricity Act 2003 which envisaged phasing out of subsidies, Dr. Reddy said service by any utility should be "affordable". "Let them say what they want to say. Wait and see," he said, asked if he would continue World Bank loans. He made it clear that he would review all power purchase agreements due to which the Transco was making heavy payments to private companies.

Farmers sceptical about free power
Rajahmundry, May 15: The government order on the supply of free power to the farm sector has irked the APTransco officials as it might cause indiscriminate installation of electric motors with different capacities, without the knowledge of the electricity officials resulting in overloading of the transformers and their subsequent failures.
Chief Minister Y S Rajasekhar Reddy signed the GO to waive power arrears and also supply free power to the farm sector within minutes after being sworn in as the Chief Minister. It could cost the exchequer about Rs 400 crore for supply of free power per year and Rs 1,100 crore for waiver of power arrears to the farmers, pending for several years throughout the State.
The details of the order have yet to reach the power officials. In East Godavari district alone, it is estimated that the waiver of arrears could cost around Rs 2.23 crore as there are about 25,000 connections in the district.
Though the farmers are in an upbeat mood over the waiver of power arrears, they are skeptical about free power supply. They maintain that while collecting tariff for power consumption regularly, the government failed to supply quality power even at regulated intervals. In the case of free power, quality could become a causality.

Farmers of Guntur district expressed relief over the announcement of waiver of power dues and free power by the Y S Rajasekhar Reddy government.
Tenali will not benefit as much as Guntur and Narasaraopet from the free power and dues waiver schemes of the new government.
Agriculture in Narasaraopet and most of Guntur divisions depends on power motors only.
The farmers of Tenali division, which is part of the rice bowl of Andhra Pradesh, will benefit to the tune of Rs 2.85 crore with the new sops. Tenali division has only 4,500 service connections in the agricultural sector. Among them, nearly 3,500 connections were old, 1,000 more connections were given just six months ago and permission was granted for 300 more connections.
Agricultural service connections are more in Kollur, Battiprolu and Pedapulivarru areas. According to officials of the APTransco, 5 and 3 horsepower engines are more in these areas. With the decision of the government, these farmers would benefit up to Rs 2.85 crore under the waiver of dues.
When the district is considered as a unit, there are nearly 45,000 electrical connections in the agricultural sector. With nine hours of power supply, every motor is consuming 50 units per month, against which the officials are collecting 50 paise per unit. But, due to severe drought since the last three years, most of the farmers were not able to pay the dues.
Cumulatively, Guntur district has dues amounting to nearly Rs 15.9 crore. With the depletion of groundwater table, Palnadu area may require 7.5 HP motors which will increase the consumption of power.
Currently, the Transco is investing Rs 2.08 to produce one unit of power, which is supplied to farmers at Rs 0.50 per unit. If power is supplied free of cost, the burden on Transco will increase.

With a lot of planning also they could not provide uninterrupted power supply to the Rural areas and the farm sector. Now with this decesion of YS RAJASHEKARA REDDY with in 5 minutes of swearing, it many prove catastrophic to the whole state.
Already with the decesion of waiving off 1192 crores, more than any one else, the biggies are being benefitted. The TRANSCO officials are in a fix unable to understand where from the money comes for the maintainance of Transformers, laying of new lines etc.
Guys get ready for power cuts in the coming days due to this populous scheme!!

Day 1 in power, Cong switches off reforms

NEW DELHI, MAY 12: All along this election campaign, the Congress called itself—and justifiably so—as the party which began economic reforms. But if evidence were needed of its doublespeak, it’s come sooner than expected.
Even before N Chandrababu Naidu could pack his last bag and leave, Y S Rajasekhara Reddy, Andhra Pradesh Chief Minister designate, has announced he will give free power to farmers in the state effectively switching off nine years of Naidu’s power reforms programme.
This has also raised serious questions over the future of several World Bank-funded programmes in the state meant to restructure the power sector and institutionalise reforms.
Compare the Andhra farmers’ power bill to that of farmers in other Congress-ruled states and you will realise that Naidu wasn’t that harsh to his farmers on this count, at least.
• Andhra, under Naidu, charged a mere 30 paise per unit of power for agriculture.
• Karnataka, under S M Krishna, has an agri power tariff of 40 paise per unit
• In Punjab, under Amarinder Singh, it’s 57 paise
• Highest is 90 paise in Congress-ruled Maharashtra
• 60 paise in UP where a Congress-supported government is in power.
Power in Andhra costs Rs 3.20 per unit of which less than 10 per cent or a mere 30 paise is paid for by farmers while the rest comes either through cross-subsidy with commercial and industrial power supply and direct subsidy from the state government. Now Reddy plans to waive this charge as well.
What’s more surprising is the fact that this comes after the Congress promised free power during elections in Punjab and then had to levy a tariff of almost 60 paise per unit because the state exchequer was bankrupt. Andhra seems to be repeating the mistake.
Earlier this year, the Andhra Pradesh State Electricity Regulatory Commission (SERC) said that at 11,350 million units of power consumed by the agriculture sector, the subsidy bill for the state would be Rs 664 crore. Last year, the agriculture consumption was 12,400 million units taking the annual bill for free power to farmers in excess of Rs 700 crore.
When contacted, Jairam Ramesh, secretary Congress’s Economic Cell said: It is a commitment of the Congress manifesto in Andhra Pradesh and that is why it will be fulfilled. It is our duty to alleviate the distress of the farmers and free power is one such measure. When asked how free power would alleviate the distress and whether this squared with the party’s policy, Ramesh said: ‘‘Farmers’ welfare is also our duty.’’
He should ask his potential ally, the Left. Speaking to The Indian Express from Kolkata, CPI(M) leader Somnath Chatterjee said: It all depends on the government’s ability to raise resources for such free power. Populism is not the answer to solve such problems.
Central Electricity Regulatory Commission chief A K Basu said that while he had heard about this announcement it is too early to comment. Let the government be formed, he said, ‘‘and let us wait for decisions before we comment on them. In any case, power tariff is on the Concurrent List and there is very little the Centre can do in this respect.’’
Says Savita Mahajan, Assistant Dean, Indian School of Business, Hyderabad: ‘‘Industry does foresee a problem if the next government takes subsidies too far. The free power being offered to farmers, for instance, is worrisome. Because ultimately, where will the money come from? It should not end up in compromises on the infrastructure front, which is really the core issue.

Capt. Amarinder Singh's Congress promised free electricity for farmers and came to power. Now they are charging 0.60 per unit.
In Andhra electricity generation cost is 3.52Rs per Unit and they used to supply for 0.30Rs per unit i.e. 10% of generation cost.
