Congress president Sonia Gandhi on Tuesday evening declined to take up the prime minister's post.
Addressing the Congress Parliamentary Party, she said throughout the past six years that she has been in politics, one thing that has been clear to her is that the post of prime minister "is not important for me".
She said whenever she found herself in a position like this, she always followed her "inner voice.
"That voice tells me I must decline."
"I request you to accept my decision and recognise that I will not reconsider my decision," she told the Congress newly elected MPs
She said her only aim was to install a secular government at the Centre.
As soon as the announcement was made pandemonium broke out, with Congress leaders protesting loudly.

Congress President Smt Sonia Gandhi has decided to step out of the Prime Minister's shoes. She is reported to have named Dr. Manmohan Singh as the Prime Minister.
Smt Sushma Swaraj praised the decision of her arch-rival Smt Sonia Gandhi and said her respect for Sonia has indeed "gone up".
At 5.30 pm IST, Smt Sonia Gandhi is sheduled to address the Congress Parliamentary Party. But it is yet to take place. Meanwhile thousands of Congress workers have rushed to the official residence of the Party President and chanting slogans that they would not accept anything less than Sonia Gandhi accepting the PM's post.
Meanwhile, Congress Parliamentary Party is scheduled to elect the new leader at 7.00 pm IST.

Congress party President Sonia Gandhi has refused to become the next prime minister.
Confirming this, a senior Congress official told rediff.com, "There is a gadbad (problem). Sonia Gandhi is refusing to become the prime minister. She wants to back out."
What about a change of heart at a later stage? "Woh maan nahin rahi hai (she is not willing to listen)," the Congress leader said.
According to highly reliable sources in the Congress, she has told her top leaders in unambiguous term that she will not head the new government.
The Congress' choice for prime minister will be announced around 5 pm today.
The front-runners are two former finance ministers -- Pranab Mukherjee and Manmohan Singh.
The option of a non-Congress leader is not under consideration, a party source said.
The source said she has been reluctant to don the mantle since the election results were announced, and had spent a considerable amount of time consulting a cross-section of opinion. Obviously, she does not want to weaken the new government over the opposition to her foreign origin.
Sonia Gandhi had intended to read out a letter refusing to accept the nation's highest executive office at the Congress Parliamentary Party meeting on May 15. She may read it out at 5 pm today.
