4. to add more, making a minimum law and order city as as capital city also is not advisable.
as real estate than goes into people's hands who has muscle power. mumbai lanti developed city lo crime ni control cheyadam peda talanoppi, imagine a city which has law and order problem getting into capitak.

i agree with TK, if Rajhmundry was made capital, good arable lands will be converted to real estate.
so as per my observations, following are restrictions.
1. capital city should be formed where govt has more land than private land.
2. land should be not so arable so thats its useful for real estate. (ex rajhmundry, vijayawada)
3. capital city should not be in a security risk area so that when someone attacks capital city it serves the both advantages of destroying capital city and security areas. (ex vizag)
what else are restrictions?

Develop a Capital city near RAJAHMUNDRY.
Reasons:
1) Rajahmundry is the OIL CITY. Godavari Basin is full of Natural Gas and Oil. Biggest Reserves in India (Greater than Bombay High). Already ONGC & GAIL had set up Regional Offices. Many Gas based Power plants are linedup. Reliance is going with BIG business plans in this area with Oil fields and Power plants. With this kind of potential Andhra is going to get a OPEC kind of status in India level. With more Oil and Gas exploration more industrialization will happen.
2)Center point between Vijayawada and Vizag.
3)Proximity to Main Rly line. Good Connectivity to all areas.
4)Moreover it is the main city in Biggest District of AP i.e., East Godavari District. It is the unofficial capital of Godavari Districts which comprises of nearly 37 (21+16)MLA Seats and 5 MP seats. East Godavari is 10 the largest District in India. Rich in Resources. Godavari Districts are Rice Bowl of Andhra. Blessed with Konaseema, Good Vegetation and Nurseries.
5)And also Rajahmudnry is the Birth place for TELUGU LITERATURE. Adi Kavi Nannaya is from this place.
6)Rajahmundry lies on banks of Godavari i.e.,South Indian Ganges. Hence no Water Problem. Can provide Plenty of Water for Centuries how big the city is.
