US has lot of nuclear fuel technologies and enriched uranium sitting idle.. due to more than 3 trillion debt and lot of trade deficit with china and other countries.. it has to earn huge foriegn revenue to pay the debt.
It picked India as first choice since it is the fastest growing country and most trustworthy in terms of keeping technology safe and most capable in terms of dealing nuclear laboratories and reactors.
This is a proud moment for Indian scientists and at the same time.. the research in this area may not be that great since we are buying it.

I dont know much technicals.. as a layman this is what I felt:
1. with private investment US companies will build and operate nuclear power plants. Lot of rare natural resources saved like Coal and natural gas. It will also sell fuel to govt.. and govt also can build its own nuclear plants.
This kind of agreement is first in the world. No other country does this so far.
- For poor and developing country.. using nuclear energy which is very cheap to generate and operate is best for future generations. But it is difficult to judge at this point of time.
2. India will lose nuclear testing capability. India can no longer explore defense use of Uranium for building nuclear bombs. Already enough supplies exists for first use. So no need.. but we need to improve the use uranium in naval and battle ships. Which we have to depend on Russia now on completely. Bottomline no more nuclear research on defence front.
3. US has exclusive authority to withdraw supplying technology and uranium at its descretion without any approval/voting from India with one year notice. (Reasons could be mood of the US president or any nuclear tests)
- Left parties hell bent on this issue that what is the fate of our country if it withdraws fuel and technology and blackmail govt??
[IMO: India has the greatest talent of learning things and kicking butts of foriegn nationals.. so INC thinks.. it can be converted into a domestic technology and later even if US ditches us, we can live on our own. It is difficult process, but not impossible. ]
4. current public nuclear power reactors and laboratories exists should be under new guidelines.
5. It is US policy decision to earn huge foriegn revenue from energy costs of developing countries.
6. For India - the goodies are.. state of art nuclear power plant technologies, purified fuel grade plutonim for fission based plants, cost effective electricity for the coming generation.
