It does happen for some movies in which producer has some problems in releaseing his film directly.
If I am correct Hyderabad Blues first came on Video before releasing directly in India |

For Sikender Bhatia, the director and co-producer, the project is a take-off of what he personally went through about three years back when he befriended a girl on the Net who promised to arrange finance for his forthcoming movie. “After landing in Bangkok, I realized the whole thing was a set-up by a group of Nigerian and Somalian mafia who used to embezzle funds for a currency racket,” says Bhatia.
