Spotlight: Will Volkswagen go the Proton way?
IndustryDossier Doubts being raised on German auto major's plans
The silence by the State Government on the proposal to set up a car manufacturing unit in Visakhapatnam by Volkswagen AG has raised doubts on the likelihood of the German auto major's investment plans in the city.
The Minister for Major Industries, Botsa Satyanarayana, who led a delegation to Volkswagen's global headquarters at Wolfsburg before the deputed a team to Vizag, has stopped making comments on the project. Incidentally, he is keeping mum despite his oft-repeated claim in the past that the Volkswagen board would announce a formal decision "within a few days.''
A senior official associated with the project said, on condition of anonymity, "The reason for backing out from Vizag appear to be lack of ancillary units as well facility for international air linkage.''
As per the original plan, Volkswagen was supposed to invest nearly Rs.5,000 crores in Vizag after acquiring approximately 400 acres at Agnampudi.
The project, which has turned into a prestige issue for the Rajasekhara Reddy Government, has been hanging fire for the last three years.
Even the Minister for Major Industries in the Telugu Desam Party regime, K. Vidyadhar Rao, had led a delegation to Germany with a promise to roll out a red carpet if it sets up its unit in Vizag.
During its two-day visit to the city, the Volkswagen team made a thorough study on the existing facilities, including the ongoing airport expansion work, quality of students in Andhra University, healthcare standards in corporate hospitals, nightlife and recreational facilities.
Sources said that one of the reasons for Volkswagen not showing much interest in Vizag is that except Synergies-Dooray (which manufactures aluminium wheels), there is no other ancillary unit useful for a car factory. Waiting for 18 to 24 months for developing ancillary units is not business-worthy for any car manufacturer.
Hunt for partner
Initially Volkswagen had toyed with the idea of establishing either a greenfield car unit or shipping an old factory in Brazil piece-by-piece and assembling it in Vizag. In the event of a greenfield factory, it wanted to find out a strategic Indian partner.
Only time will tell whether the Volkswagen unit, which generated a lot of interest in various quarters, will go the Proton way.
After the then Chief Minister, N. Chandrababu Naidu, shouted from rooftops during his Malaysian visit that the Proton car unit would come to Vizag, the company subsequently backed out after holding a road show of its various models in various parts of the country.
