US spares Indian professionals from social security..
NEW DELHI: This could spell good news for Indian professionals working in the United States for a limited duration. India and the US have started work on a totalisation agreement under which Indians employed for a stipulated period in the US will not have to contribute to social security.
According to government estimates, Indians working short-term in the US contribute up to $1 billion to the US kitty every year as social security contribution. While talks are in the initial stage, India is happy that the US has agreed to have a discussion on the issue.
Earlier, the country was unwilling to consider a totalisation pact because of differences in India and the US social security structure.
Speaking to ET, official sources said a team from the US government had visited India recently to examine India�s social security system.
The team met officials from the Employee�s State Insurance Corporation, PF commission and the ministries of overseas Indian affairs and commerce & industry. �The team is trying to draw parallels between the social security systems in the two countries which the US feels is a must before a totalisation agreement can be drafted,� the official said.
The issue will be followed up at the India-US trade policy forum in Chicago on February 19-20. India has been putting pressure on the developed countries including the US and the EU, for negotiating social security agreements. While India is negotiating SSAs with all European countries, wherein workers employed for less than five years in these countries will not have to contribute to social security, it has managed to sign a pact only with Belgium.
SSA with Belgium exempts workers on a short-term contract of up to five years from social security contributions in the host country provided they continue to make social security payments in their home countries. Those who live and work for periods longer than 60 months and make social security contributions under the host country laws will be entitled to the export of the social security benefits should they relocate to the home country on completion of their contract or on retirement.
These benefits will also be available to employees sent by a company to the host country from a third country.
�We could work on a similar model of SSA with the US. It would come as a huge relief for Indian professionals who have to forego a substantial chunk of their salaries as PF contribution, which they can never avail,� the source said.
