In what may become a lethal cocktail for the UPA government ahead of a meeting of the Nuclear Suppliers Group (NSG) in Vienna and may create a political storm back home, a letter by the US State Department tears apart Prime Minister Manmohan Singh’s assurance to Parliament that the nuclear deal will not hamper India’s right to test nuclear weapons. It also negates the government’s assurance that India will get access to dual use technology after it concludes the Indo-US nuclear deal with the US. “The US government will not assist India in the design, construction or operation of sensitive nuclear technologies. The US government had no plans to seek to amend the deal to allow sensitive transfers,” the letter said. The US already has several Indian government organizations on its entities list and sensitive technology is denied to India. The secret State Department letter was sent to the former chairperson of the US House of Representatives Tom Lantos on January 16, 2008. The 26-page letter was sent in response to the queries from the US Congress and provides details of US policy on the vexed deal. Insiders say the answers were kept under wrap by the State Department as the document could have gone against the UPA government during the trust vote debate. The letter says the United States will not sell sensitive nuclear technologies to India and would immediately terminate nuclear trade if New Delhi conducted a nuclear test, the Bush administration said in the letter that has remained secret for nine months, which has now been released by the present chairperson of the committee Howard Berman. What may be damaging for the government is “the fuel supply assurances are not however meant to insulate India against consequences of a nuclear explosive test or a violation of a non-proliferation commitments.” The Prime Minister had told Parliament, “The agreement does not in any way affect India's right to undertake future nuclear tests, if it is necessary.” The letter also questions the government’s assurances on the fuel supply assurances by the US. Significantly, the US State Department is candid about the US gaining economically from the deal. “It will add to 10,000-15,000 jobs in the US” and that India has assured US that some of the nuclear contracts may go to the US companies. |
