May be you are correct.
The reason is simple : Without CBN there is no such talented Stratigist.So they want to convey to the Reginoal parties that CBN is out and for Third Front the chances are very bleak to outsmart the UPA and NDA.

I think the reason for NDTV to say 29 seats for INC in AP is

to show INC has edge over BJP nationally, and try to bargain with other parties in the mean time.
