We Urge Honorable New Secretary of State Clinton to Consider Reinstatement of Employment-Based Nonimmigrant Visa Revalidation Program
* The State Department had had a long tradition to revalidate employment-based nonimmigrant visas by the State Department in the U.S. relieving such foreign workers and business people from unnecessary hassle of making international trips to apply for the visa renewal at the American visa posts outside of the U.S. until the program was terminated for the alleged security reasons. The involved leaders of the consular affairs in the State Department advanced their justification for such termination based on the reasons that the State Department in the United States were not equipped to handle the security checks through biometric collection activities for the visa renewals in the U.S. However, it has been years since such termination took effect and since then both the DHS and the State Department itself have reengineered their security management systems sufficiently enough to handle such revalidation of the employment-based nonimmigrant visas for these crucial foreign workers and business people. Over the years, this website has urged the State Department to consider sharing or outsourcing of their required biometric collection functions to the DHS rather than developing their own new field offices to collect biometrics for such visa revalidation from the perspectives of coordination of the security functions between the DHS and DOS within the country as well as cost savings and efficiency and effectiveness that can be achieved from the rich experience of the DHS' biometric collection networks within the country. Indeed, when these foreign workes and business people obtain extension of their employment-based nonimmigrant visa status from the USCIS, the agency has already been going through its own layer of the so-called name checks, albeit lack of biometric collections at this time for the extension of their visa status. We understand that the USCIS was considering to add biometric collection requirement for the COS or EOS petitions of employment-based nonimmigrant petitions once the currently being developed transformation program of electronic filing system is fully in place. Such change will practically remove the State Department's need for repeatitive biometric collection for the visa revalidation program. Indeed, it is a question of how innovative and cooperative the leaders of the two departments are in achieving coordination between the government departments for efficiency and effectiveness of the management of immigration and visa functions. Such reform and reinstatement of visa revalidation program may be consistent with the Obama Administration goals to reform the government management towards achievement of efficiency, effectiveness, transparency, and accountability.

Obama Administration to Act Against Contracting Government Jobs to Private Contractors
* Durng the Bush Administration, a lot of government jobs were turned over to private contractors who have been performing government works which were performed by the government officials. The Obama Administration is likely to apply a brake and reverse such policy. Reportedly some of these private contractors performed so poorly leading to the waste of government resources and inefficient and ineffective operation of the government works. President Obama has already issued a directive and the White House is scheduled to issue a directive in July to the federal departments and agencies to review, report, and act per the new policy against outsourcing of government functions to private contractors. The report indicates that the FY 2009 Omnibus Appropriations Act bill which is poised to pass the Congress this week includes such policy initiatives and plan. In immigration areas including DHS, DOL, and DOS, a substantial amount of government works have been turned over to the private contractors, particularly in information and contact functions. It is uncertain how much these contractors will be affected by the upcoming reform in government staffing policy. Please stay tuned.
