హైదరాబాద్: ఆంధ్ర ప్రదేశ్ రాష్ట్రాన్ని విభజిస్తూ ప్రత్యేక తెలంగాణ రాష్ట్రం ఇవ్వడానికి ఇదే మంచి సమయం అంటూ ఎకనమిక్ టైమ్స్ ఆంగ్ల పత్రిక తన సంపాదకీయాన్ని ప్రచురించింది. టైమ్ ఫర్ తెలంగాణ అంటూ ఓ సంపాదకీయాన్ని బుధవారం ప్రచురించింది. అందులో తెలంగాణ ఇప్పుడు ఇవ్వాల్సిన ప్రాధాన్యతను చెప్పారు. అంతేకాదు రాష్ట్ర విభజన ద్వారా కాంగ్రెసు ఏమీ నష్టపోదని తెలంగాణలో అనూహ్యంగా బలం పుంజుకుంటుందని సీమాంధ్రలో తాత్కాలికంగా మాత్రమే ప్రభావం పడుతుందని చెప్పారు. రాష్ట్ర విభజనతో తెలంగాణకు, ఆర్థిక రంగానికి, కాంగ్రెసుకూ మేలు జరుగుతుందని స్పష్టం చేసింది. దేశానికి స్వాతంత్ర్యం వచ్చినప్పటికీ ఇప్పటికి రాష్ట్రాల సంఖ్య రెండింతలకంటే ఎక్కువయ్యాయని తెలిపింది. రాష్ట్రాలు అన్ని భాషా లేదా జాతీయ ఉద్యమాల ద్వారానే ఏర్పడ్డాయని గుర్తు చేసింది.

తాజాగా ఏర్పడ్డ కొత్త రాష్ట్రాలు మాతృరాష్ట్రాల కంటే అభివృద్ధి పొందిన విషయాన్ని గుర్తు చేశాయి. గుజరాత్, ఛత్తీస్‌గఢ్, జార్ఖండ్, ఉత్తరాఖండ్ రాష్ట్రాలు వాటి మాతృ రాష్ట్రాల కంటే ముందంజలో ఉన్నాయని స్పష్టం చేసింది. అటవీ, ఖనిజ సంపద ఉన్న తెలంగాణ కూడా ఇదే విధంగా అభివృద్ధి చెందుతుందనడంలో ఎలాంటి సంశయం అవసరం లేదని తెలిపింది. అంతేకాదు కాంగ్రెసు తెలంగాణకు అనుకూలంగా నిర్ణయం తీసుకోక పోవడానికి ఉన్న కారణాల్లో అన్నీ తొలగిపోయాయని కూడా పేర్కొంది. దివంగత ముఖ్యమంత్రి వైయస్ రాజశేఖరరెడ్డి తెలంగాణకు బాగా వ్యతిరేకించి వ్యక్తి అని అలాంటి శక్తివంతమైన వ్యక్తి ఇప్పుడు లేరని తెలిపింది. అంతేకాదు ఇటీవలి ఉప ఎన్నికల్లో కూడా సీమాంధ్రలో జగన్ కాంగ్రెసును దెబ్బ తీసిన విషయాన్ని గుర్తు చేసింది. తెలుగుదేశం పార్టీ ఏం తేల్చుకోలేక ఊగిసలాడుతుందని తెలిపింది.

అయితే వైయస్‌కు భిన్నంగా ప్రస్తుత ముఖ్యమంత్రి కిరణ్ కుమార్ రెడ్డి తెలంగాణకు వ్యతిరేకంగానో, అనుకూలంగానో లేరని అధిష్టానం నిర్ణయానికి కట్టుబడి ఉండటానికి ఆయన సిద్ధంగా ఉన్నారని తెలిపింది. తెలంగాణ ఏర్పాటు వల్ల సీమాంధ్రలో జరిగే నష్టాన్ని తెలంగాణలో పూడ్చుకుంటుందని అయినప్పటికీ సీమాంధ్రలో తాత్కాలకంగా మాత్రమే ప్రభావం పడుతుందని తెలిపింది. ఒకవేళ తెలంగాణ ఇవ్వకుంటే నిత్యం రగులుతున్న అటు తెలంగాణలో, ఇటు సీమాంధ్రలో సమస్య ఉంటుందని తెలిపింది. అన్నింటికన్నా ముఖ్యంగా తెలంగాణ ఇవ్వాల్సిన ఆవశ్యకత ఏమంటే తెలంగాణ ప్రజలు తమకు ప్రత్యేక రాష్ట్రం ఉండాలని బలంగా విశ్వసిస్తున్నారని తెలిపింది. తెలంగాణ ఏర్పాటుతో కోల్పోయేది కొద్దిగా అయితే వచ్చేది మాత్రం కొండంత అని తన సంపాదకీయంలో కాంగ్రెసుకు సూచించింది.

తెలంగాణ రాష్ట్ర ఏర్పాటు తధ్యమేనా? డిల్లీ నుంచి వస్తున్న సంకేతాలను బట్టి చూస్తే తెలంగాణ రాష్ట్రాన్ని ఏర్పాటు చేయడానికి కేంద్రం సన్నద్దమవుతోందని, అయితే ఏ విధంగా దీన్ని అమలు చేయాలన్నదానిపైనే తర్జనభర్జన పడుతోందని తెలంగాణ రాష్ట్ర సమితి నేతలు తాజాగా ఒక అంచనాకు వచ్చారు. తెలంగాణ రాష్ట్రం కోసం గత పదేళ్లుగా ఉద్యమిస్తున్న తెలంగాణ రాష్ట్ర సమితిలో సీనియర్ నాయకుడు బి.వినోద్ కుమార్ కు ఒక ప్రత్యేక గౌరవం ఉంది. మిగిలిన నాయకుల మాదిరి ఎదుటివారిని అగౌరవపర్చడం, దూషించడం వంటివి చేయరు. చెప్పదలచుకున్నది స్పష్టంగా చెబుతారు.గట్టిగా వాదించగలరు. ఆయన రెండుసార్లు ఎమ్.పిగా ఎన్నికయ్యారు. ఆ సమయంలో కాంగ్రెస్ అధిష్టానం తో కూడా ఆయనకు సంబంధాలు ఏర్పడ్డాయి. కొద్ది రోజుల క్రితం ఆయన ఢిల్లీ వెళ్లి వచ్చారు. అక్కడ ఆయన సేకరించిన సమాచారం ప్రకారం తెలంగాణ రాష్ట్ర ఏర్పాటుకు ఖాయమన్న అవగాహన కలిగింది. అయితే ప్రధానంగా హైదరాబాద్ అంశాన్ని ఏమి చేయాలన్నదే చర్చగా ఉంది. ఒక నిర్దిష్ట కాల పరిమితితో హైదరాబాదును కేంద్ర పాలిత ప్రాంతంగా ఉంచి, దాని మీద వచ్చే ఆదాయాన్ని రెండు రాష్ట్రాలకు పంపిణీ చేసే బాధ్యతను స్వీకరించడం ద్వారా తెలంగాణ సమస్యను పరిష్కరించవచ్చని కాంగ్రెస్ హైకమాండ్ ఒక అంచనాకు వచ్చిందని ఆయన భావిస్తున్నారు.కాగాహైదరాబాద లేకుండా తెలంగాణను ఏ పరిస్థితిలోను ఒప్పుకోమని వినోద్ వ్యాఖ్యానించారు.
అయితే వినోద్ ఈ మాట చెబుతున్నప్పటికి ఇక్కడ కొన్ని విషయాలను గమనంలోకి తీసుకోవలసి ఉంటుంది.ఇతర వర్గాల నుంచి వస్తున్న ఒక సమాచారం ప్రకారంప్రధానంగా ఆంద్ర , రాయలసీమలలో తెలంగాణ రాష్ట్రం ఇవ్వడాన్ని వ్యతిరేకించడం లేదని, కేవలం కేంద్రం ప్రకటించిన తీరుపైనే వ్యతిరేకత వచ్చిందని కాంగ్రెస్ హై కమాండ్ భావిస్తోంది.. ముఖ్యంగా తెలంగాణ రాష్ట్ర సమితి అధినేత కె.చంద్రశేఖరరావు దీక్షకు కూర్చుంటే తెలంగాణను ప్రకటించడం, తమను పదే,పదే దూషించిన వ్యక్తి డిమాండును ఆమోదించడం ఏమిటన్న భావనతో నే వారు వ్యతిరేకించారని హైకమాండ్ అభిప్రాయంగా ఉందని చెబుతున్నారు.వాటన్నిటిని పరిష్కరించడానికి హైదరాబాద్ ను ఐదు సంవత్సరాలు లేదా, పది సంవత్సరాలపాటు కేంద్రపాలిత ప్రాంతంగా చేస్తే , ఆంద్ర ప్రజల మనోభావాలను కూడా గుర్తించినట్లవుతుందని, ఇక్కడ ఉన్న ఆంధ్ర ప్రాంతం వారుకూడా ఆందోళనకు గురి కాకుండా ఉంటారని, ఆ తర్వాత తెలంగాణ లో విలీనం చేయవచ్చని భావిస్తున్నారని చెబుతున్నారు.
వస్తున్న సంకేతాలు కూడా అదే ప్రకారం కొనసాగితే తెలంగాణ సమస్యకు బహుశా రెండు , మూడు నెలల్లో పరిష్కారం లభించవచ్చు.కాగా మౌంట్ అబూలో జరిగే కాంగ్రెస్ మేదోమదనం కార్యక్రమంలో తెలంగాణ అంశంపై చర్చ జరిపుతారని అంటున్నారు. కేంద్ర హోం మంత్రి చిదంబరం చెబుతున్నదానిని బట్టి కూడా మధ్యే మార్గంగా పరిష్కారాన్ని కనుగొంటారని కధనాలు వస్తున్నాయి. ఇప్పడు ఉన్న పరిస్థితులలో మద్యేమార్గం అంటే హైదరాబాదును కేంద్ర పాలిత ప్రాంతం చేస్తూ,రెండు రాష్ట్రాల ఏర్పాటుకు అంగీకరించడమేనన్న అబిప్రాయం ఉంది. ఈ ప్రతిపాదనకు టిఆర్ఎస్ నేతలు కెసిఆర్,వినోద్ ముందు ఒప్పుకోకపోవచ్చు. అయితే ఏదో రకంగా తెలంగాణ అంశం సరిష్కారం కాకపోతే, ఇరుప్రాంతాలకు తీవ్ర నష్టం కనుక, పరిమిత కాలానికే కేంద్ర పాలిత ప్రాంతంగా ఉంటుంది కనుక వారిని, అలాగే ఈ ప్రతిపాదనను వ్యతిరేకించేవారిని ఒప్పించి దీనికి ఒక రూపం ఇవ్వవచ్చని భావిస్తున్నారు. ఏది ఏమైనా ఎంత త్వరగా తెలంగాణ సమస్య పరిష్కారం అయితే అంత మంచిదని కేంద్ర మంత్రి చిదంబరంతో సహా అంతా ఒప్పుకుంటున్నారు.
