but i will be more interested in the process that will be established for obtaining this NoC from Govt.
with the known capabilities of Indians to corrupt the system and identify loop holes, the Emigration office may have found a definitive untapped gold mine..
we will soon have emigration officers going to work in chartered planes/choppers!!

we need engineers/science students to contribute through research.. with the mass exodus of this group our country's research strength has reached its lowest ebb..
whether Givt mandates this or a self realization phase occurs is to be seen.. but its high time before there is cap put on this also!!

manam lab lo work chese prati chinna IC nundi pedda equipment varaki govt funds ostayi (except some dakota colleges)
same applies for medicos. engineers lekapoina vache nashtam ledu, medicos lekapote saana kattam.

In a country like India I agree we have very limited universities for pursuing higher education, the research facilities may not be great, but if people start migrating complaining these, who will trigger the need..
Research comes in to picture if we have demand, demand comes from the industries in the country..
if the cream is migrating who will set these industries??

Education system has opened up pretty much, they are allowing private universities in India, so whats stopping the the deemed intelligentia to set something up in India..
Gaali:Regarding IITians specifically. I personally think that IITians who have migrated to other countries have helped India. Edo oka roopam lo India ki benefit ayyelaa chesaaru. India lo unte inkaa ekkuva chese vaaraa ledaa anedi debatable.
Hardly a handful are doing something for India when compared to the yearly churn from these institutions..

Yup very true. Civil Services, IIT and IIM are the cream of our educated youth. But a few years back we did not have the infrastructure and money to encourage them. The situation might be different today.
Specific ga IIT vaallani teesukonte, oorike educate chesthe saripodu kada? You have to provide them the means to make use of that education. Research facilities okappudu sarigga undevi kaadu.

India has finally decided to cut down on brain drain that is crippling its medical sector.
Now, US-bound doctors for higher medical studies will have to sign a bond with the ministry and honour the document by returning home after finishing their courses.
Union health Ghulam Ghulam Nabi Azad said that the US is insisting on a government No Objection Certificate (NOC) for every student enrolling with an American institute from this academic session.
