I see your point , but Israel has one of the highest population densities in the world with an average of 294 people per square kilometer .. Twice than R'Seema . Their Govt services are streteched to the limit and their agriculture land is less than that of Seema . But they are progressing in leaps in bounds ..
I say , we have to take Seema as a case and develop it ..

in DMM ,middle men buy Papaya at 2 rs a KG and same day evening sell it in Bangalore for 8 rs .. calculate the exploitation , per ton they make 4k rs ... per lorry load they make 40K rs profit (minus product cost and logistics)..
In Israel , they harvest the fruit , they send it to fruit pulping plant , pay for the service to make pulp and sell the pulp for Cargill or fruit juice making companies .. make premium by value addition ..
look at their mind set and our mind set ..

i am not talking about free bees, As we see here in europe there is a insurence to your product , with or with out drought, wheter there is natural calimits or not...you would get your price for your product for sure... thats assurence they get here. I am taking about simmiler plan for our formors too..

yes good idea, as we do business in western countries...but it is not going to workout in imm effect, it should be gradual in India.
OK what about drought situations???
for example i am a landlord of 20 acers, if next year we are going to face sevior draught, i put sugercane or what ever demanding product in all of my 20 acers and will make good business and for me draught or not i can handle power/water resources.
Quesiton is what about sannkaaru raithu(a formor having one or 1 1/2 acre land) in driught condiitons...
CBN faced these conditions for consucitive 4 years in his term. Most of the formers are sannakaaru raithulu in AP specially in T and few parts of Andhra like Guntur, prakasham and chittor

In any Business , you incure production costs I say add the power into your production costs and price your product with Costs + margin and then sell . AP farmers have lots to learn from Gujarat, work as a co-opertive to survive and for a better bargaining power .
