Kaani - since he was also from Tamil Nadu like Varadarjan Modaliar - they were very good friends. Actually Modaliar was the mafia/sarkar or whatever and Mastan was a smuggler anedi general understanding.

The situation is up for grabs - what we have is a very congenial situation with
a) a weak government
b) an undecisive Police Force - where the debate is is never how but "who" should be in charge.
c) The state on the verge of an inevitable division.
d) Common people not afraid to make hasty, faulty and an emotion ridden decision on their own - with regards to personal vengeance, without seeking the help of the protectors - and the sad part is it does not matter either way (either to kill themselves (Teltngana issue) or kill others (Palagani issue).
A strong, leader from the masses or from within the party is what we need for a turnaround.
Historicaaly, the emergence of Shiv Sena, Asom gan Parishad, Jharkhand Mukti Morcha - and to some extent the grass root level activism in TRS are some case studies in point.

Mumbai is not complaining about the attrocities of Nava Nirman Sena or aboout the bitter diatribe between RSS and SS about who the actual "protector" is - and is not "shocked" at the way Aamir, Amitabh and Sachin are being treated - it is pretty "normal" and a way of their life. The activities/belief system reclusive "underworld" mafia is now a reality and the new perpetrators are the polity.

Varadarajan Muniswami Mudaliar - maybe under the circumstances we need a few like these to instill some faith at large on the community. No that the police is not doing their job - my respects are equally divided.
As Amod Shukla (Rawal) tells Khandelkar "aajkal to aam aadmi ko police se jyada underworld pe bharosa hai" - hinting that the belief system of the public is that the man with "power" will come to the rescue - therefore drawing a very thin line between police and the mafia.
The irony of the situation is the government and by extension the police tend to overcorrect depending on the mood of the public (Khammam encounter) - and since they now know that they have the option to make it happen are not suggesting but ASKING for public death and encounters - all including the scion of "socialist empowerment" JP himself.
The point is not what is correct - the killers sought instant justice by killing and we the people are subconciously (with the blessings of the pwers to be) moving towards instant/poetic justice and want to see/draw blood.
In that context - it might be only a while before we go back 20 some years a look/create a Modaliar ourselves - as Mumbai is doing right now with Nava Nirman Sena, RSS and Shiv Sena all vying for the top spot as the next "Modaliar" of the people.
