There is lot of confusion and no clear understanding about this. I read some blogs and their version is different. Some says, if you have valid PIO, Applying for OCI is not mandatory. But encouraging to apply for OCI. Some of the people traveled to India with their existing PIO card and they were allowed and not questioned.
