Second case very clear kaani, in the first case you only record expenses in P&L in my understanding i can consider this as COS(cost of sales indirectly)... but y do u amortize the land?( if at all you amortize, i remember that few amortizations doesn't records in BS /liabilities)...

if it is 99 years lease agreement with Govt. expenses will take it into P&L account. Each year we have to amortize the value of the land. Otherwise if we pay affront money to Govt. against allotment of land we can directly put it under the Fixed assets head in B/S.

if the allotment is thru 100% sale consideration it will come under Fixed Assets in B/S. If the allotment is thru long term lease from Govt. we will take yearly development charges into P&L Account.
