I read different theories about this time frame between each births.
Basically you are right, the soul remains on earth for 12 days, thats why we perform 13 days rights, then it goes to Bhuvarloka, it is called waiting area, where it finds a suitable form for rebirth and comes back to earth if at all destined to comeback to earth as one of the 84 lakh creatures that exist on earth.
However the time between each birth is decided by our balance sheet and the other loka we go, time we spend there, before the time occurs to descend back to earth.
