manmohan promised special status to AP that gives us 2000cr/yr benefit. Tax incentives were put in the re-org bill. Section 94. (1). which clearly states both states will be given tax benefits

Look at AP re-org bill before arguing..tax benefits AP ki isthe TG ki kuda ivvali...ala chesi scharu ee cong team.

many states are asking SS with tax incentives. and other states are not agreeing for it anedhi nijam. why would any state want other state to have advantages? ikkada loss/gain calculations kuda avasaram ledhu. pakka state ki advantage vastundhi kabatti just NO antayi.
at the same time, tax benefits vunna states lo companies offices open chesi tax benefits teesukuntayi. tax benefit leni states temporary suffer avutayi. deeni valana kotta jobs create ayyevi takkuva alage poyevi kuda takkuve... but govts ki tax losses ekkuva. |

the biggest of all Polavaram, which is the life line of AP now...
with re-org bill it became a central project, so center has bear a very big portion of the cost. but no where in the bill was there a mention of the time line. So nothing can be done if central govt allocates 100cr every year. The project will never get completed. The costs escalates by few thousand crore for every year of delay.
Almost all the central govt projects like these have been going on for years.. no one knows when they will be completed. |

there are also other benefits that were promised like Railway zone, steel factory, port, educational institutes and the biggest of all Polavaram.
Steel industry across the world is struggling.. so this will not happen that too with the availability of low grade iron ore and without a port.
Port was purposefully moved from Ramayyapatnam to Dugirajapatnam by MMS govt at the last minute just to not to make it happen. Unless CBN does some magic or makes center fund ramayyapatnam port, Dugirajapatnam port might not happen.
As per re-org act Education institutes should be setup within 10 years but looks like they will be setup much sooner.
Railway zone is in a peculiar situation. Center is ok giving railway zone with Vijayawada as HQ but CBN wants it in Vizag.. a very delicate situation.. strangely no opposition party is fighting for it. |

So much noise everywhere on special status/special package without much substance in the last few days... so based on what I came to know in these days, putting it here. You can decide what is good and what is bad.
1. Special status and tax incentives are completely different. MMS only promised special status for AP in the parliament.
2. Tax incentives are given to investments in very limited sectors not all that too for a short period of time like 5 years.
3. Tax incentives were put in the re-org bill. Section 94. (1) The Central Government shall take appropriate fiscal measures, including offer of tax incentives, to the successor States, to promote industrialisation and economic growth in both the States........ this means if given, both AP and Telangana should be given Tax incentives. This would be a big dis-advantage to AP since Telangana has Hyderabad.
4. With SS alone, AP would get around 2000cr/year.
5. From idea to realization, it takes at least 3 years for most of the industries. And in less than 2 years, incentives are gone.. That is why many companies set up small offices in those states to avail tax benefits but didn't move their operations. Once the tax incentives are gone, they moved back.
6. With the intro of GST this June, no state would get tax benefit. So even if AP/Telangana would have got tax benefit it would have been for a very limited time. |
